GSA Sending Out Individual Subcontracting Report (ISR) Reminders to MAS Schedule Vendors – April 2024

GSA has begun sending out reminders to all large business MAS Schedule holders that have an Individual Subcontracting plan tied to the GSA contract via email starting April 15, 2024. Per your Small Business Subcontracting plan, you are obligated to report your subcontracting activity under your General Services Administration (GSA) Multiple Award Schedule (MAS) contract.  The Individual Subcontracting Report (ISR) for the period ending March, 31,2024 must be submitted NO LATER THAN April, 30,2024 via the Electronic Subcontracting Reporting System (eSRS).

Note, if you are one of the rare exceptions that submit an SF294 in lieu of an ISR, please continue that process. This report is a deliverable line item under your GSA contract and must be submitted for your company to be in compliance with contractual obligations.  A Summary Subcontracting Report (SSR) is NOT due at this time.

Additional Information about the ISR:

  • Required for each MAS contract that includes an Individual Subcontracting Plan
  • Shows only the subcontracting activity incurred while filling orders under the specific GSA contract
  • Shows cumulative award totals since the contract award date or incorporation other subcontracting requirement (whichever came later)
  • May or may not include indirect costs–your Subcontracting Plan will indicate if indirect costs should be included
  • For contracts in an option period, the Current Goals column should display the aggregate totals of goals from each plan a https://www.esrs.gov/ awarded under the contract
  • Goals should be entered using their full five-year values–do not prorate them for a single year of the contract period you are currently in
  • Enter actual data in the right-hand side of “SUBCONTRACTING AWARDS” section of the report, using whole dollars only
  • If you enter $0 in any socioeconomic category, please explain in the remarks section why you were unable to subcontract to that category
  • If answering “NO” to “VERIFY DATA,” use the Remarks section to explain what information is incorrect
  • Enter a company representative in the “CONTRACTOR’S SUBCONTRACTING PLAN ADMINISTRATOR” fields.  This should NOT be a Government Official’s name.
