Thursday, June 13, 2024 – NASA released Amendment 1 to the SEWP VI RFP. Note, the due date for SEWP VI has not been extended and it remains Thursday, July 11, 2024.
The new solicitation package and NASA’s notes on the changes can be found on the SEWP VI Opportunity page on SAM.gov. NASA has included attachment titled – CHANGES_SEWP VI RFP 80TECH24R0001_6.13.24 in the package, which highlights revisions in detail.
As indicated during the industry day call June 4th, 2024, the Amendment has focused primarily on correcting typos and small inconsistencies, but there have been a few changes of note, which are listed below:
- Ten (10) new NAICS codes have been added to the scope of Categories B&C.
- This list is available on pp. 62-63 of the amended RFP.
- Of note NAICS 541611 – Administrative Management and General Management Consulting Services has been included in the list.
- The exception allowing small businesses to have ISO 9001 or CMMI certifications in progress at the time of proposal submittal has been extended to all offerors, regardless of size.
- NASA has clarified that WOSB and VOSB offerors under category C only need to cover two (2) content representative areas in their Volume II past performance matrix.
- NASA has removed language from the Volume III Technical Approach prompting offerors to describe how their “proposed architectural features provide technological leadership in allowing for the next generation of technology.”
Regarding attachments to the RFP (note all attachments can be found at the bottom the notice on Sam.gov:
- NASA has introduced Enclosure 2, which lists relevant UNSPSC codes for completing exhibits 3a/b/c.
- Exhibit 2 – NASA has introduced individual Past Performance Questionnaires for each category. NASA has also resolved the form-fill issues on the Past Performance Questionnaires. NASA does not require offerors to use the new, category-specific questionnaires if an original questionnaire has already been submitted.
- Several other attachments have seen minor revisions/corrections. The form-fill errors on Attachment J – C-SCRM Attestation Form have not been corrected at this point however.
