GSA Advantage Transition to FCP Expands in 2025

The FAS Catalog Platform (FCP) is a web-based application that is intended to replace GSA’s legacy Schedule Input Program (SIP) and EDI-832 by integrating the GSA Advantage data management function within the eMod portal.​  ​Initially piloted during Spring 2023, GSA began expanding the number of vendors in the FCP system in late 2023 before pausing in June 2024. Earlier this month, GSA resumed its FCP transition activities. ​Note GSA will send out an email to identify when your contract will be eligible for transition to the new FAS Catalog Platform (FCP) and it is titled “Important information about moving to FCP.”  Those emails from GSA has begun to roll out in February and will continue throughout 2025.

Background

  • As of the first of this year, GSA has transitioned approximately 1,666 MAS contracts into FCP.
    • Although these are largely product-centric contracts, there are a small number of contracts in FCP that include both products and services.
  • FCP Services Pilot
    • July/August 2024: GSA began piloting the FCP services workflow with 22 vendors, all of whom are TDR participants.
    • January 2024: Services opt-in for existing FCP contracts
  • February 2025
    • Product contracts (with limited exceptions) will resume transitioning into FCP.
    • Services contracts (under TDR) are being included in GSA’s FCP transitioning efforts.

FCP Best Practices

  • Prepare, Prepare, Prepare!
    • Ahead of your transition date, review your contract file, as well as your GSA Advantage information, to make sure that everything is up to date and accurate. This includes:
    • Ensuring Authorized Negotiators are current and accurate
    • Reviewing/updating shipping and ordering information
    • Reviewing/updating GSA Price Lists and Advantage catalogs
    • Closing out any open modifications at least one week in advance of your FCP transition date
  • Understand FCP’s Business Rules and Limitations
    • As FCP integrates the management of GSA Advantage! data within the eMod process, the GSA Advantage! business rules are impacting how MAS contracts are managed. Understanding these rules – such as character counts, formats, etc. – and how they impact your MAS offerings is critical for a smooth FCP transition.
  • Communication
    • Be sure to communicate with your Contracting Officer throughout the baseline process.
