The General Services Administration (GSA) has announced Refresh 30 of the Multiple Award Schedule (MAS) solicitation. This update incorporates a series of clause and provision changes tied to the Revolutionary FAR Overhaul (RFO) initiative, which aims to simplify Federal contracting by removing unnecessary or non-statutory requirements from the Federal Acquisition Regulation (FAR).
Under Refresh 30, GSA is replacing 53 existing clauses and provisions with updated versions, adding 5 new ones, and eliminating 36 altogether. These revisions reflect the RFO’s effort to streamline how the government buys commercial products and services. Details regarding these clause and provision changes can be found here.
GSA is also moving MAS ordering procedures from the FAR to the General Services Acquisition Regulation (GSAR), which will make future updates easier to implement. In addition, the solicitation provision SCP-FSS-001 (Instructions Applicable to All Offerors) will be revised to align with RFO changes.
The refresh also updates the Order Level Materials (OLM) Special Item Number (SIN) guidance to reflect the new structure under the RFO.
