GSA Releases Modification to Schedule MAS Refresh 24 (A888)

GSA Schedule Mass Modifications are administrative modifications that occur whenever the solicitation has been updated with new regulatory changes. GSA requires that all schedule contractors, review and accept the new and existing terms and conditions of the latest solicitation.

Changes to Overall MAS Solicitation:

1. Implement revisions to SCP-FSS-001 Instructions Applicable to All Offerors

a. Clarify language addressing 12-month waiting period for new offers after cancellation due to low/no sales or compliance issues – Section I (iv)(D)
b. Clarify Streamline Offer paragraph (d) regarding Joint Ventures (JV)
c. Add requirement related to Rejection of Offer to paragraph (h)
d. Clarify Accessories definition can be sold alone or with a base item – Section III Price Proposal (ii)(E)(1)
e. Clarify minimum years of experience must be relevant – Section III Price Proposal (x)(A)

2. Implement minor revision to the Offer and Modification Products Price Proposal Templates (PPT)

a. Update Manufacturer Name definition and add note to Glossary tab
b. Update Change Log tab

3.  Transition Small Business Set-Aside (SBSA) SINs

GSA has identified an opportunity to reduce administrative burden, enhance vendor capabilities, and minimize compliance risks by transitioning Small Business Set-Aside (SBSA) SINs under the MAS Solicitation. Currently, the structure of SBSA SINs requires contractors to manage multiple MAS contracts, which increases administrative complexity, limits their ability to offer total solutions under a single contract, and introduces significant compliance risks, particularly concerning the Buy American Act (BAA). This approach disproportionately impacts small businesses, especially since the SBSA SINs are no longer essential for setting aside opportunities under the MAS program.

To streamline processes, GSA plans to:

  1. Transition SBSA SINs to a non-SBSA equivalent SIN
  2. Encourage the use of order-level set asides

4. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2025-02 and GSAR Change 194 (except Change 187)

-Subject Addressed in GSAR Change 194:

  1. This order transmits a revision to the General Services Administration Acquisition Regulation (GSAR) to remove the requirement for lease offerors to have an active System for Award Management (SAM) registration when submitting offers and instead allow offers up until the time of award to obtain an active SAM registration.
