David leverages his 20+ years of progressive experience in federal contracts to lead clients through the entire GSA Schedule contracting lifecycle. He guides clients through every phase of the GSA Schedule contracting process, from initial offer submission and contract award through ongoing administration, modifications, renewals, and regulatory compliance in the rapidly evolving GSA landscape. David’s blend of technical GSA expertise, audit-proven compliance rigor, and strategic process improvement experience makes him a trusted advisor to clients seeking to establish, grow, or optimize their GSA Schedule presence while maintaining the highest standards of federal contracting compliance. 

Before joining The Gormley Group, David served as GSA Administrator and Authorized Negotiator for multiple legacy GSA Schedules. He served as the primary point of contact for more than 50 Contractor Assistance Visits (CAVs), Inspector General (IG) audits, contractor purchasing system reviews (CPSR), and DCMA/DCAA compliance actions, consistently earning outstanding evaluations. 

David holds a Bachelor’s Degree in Business Administration from Averett University, an Associates Degree in Accounting from Stevens-Henager College, UT. and is a Certified Lean Six Sigma professional.
