Christopher Arndt,

Chris has over forty years of experience in negotiating contracts within the GSA Schedule program. He joined The Gormley Group after leaving the Washington Management Group, where he was a senior manager in charge of a team of GSA Schedule consultants, Prior to that, he ran his own business for 20+ years representing many of the leading suppliers to the GSA’s National Furniture Center. His expertise includes negotiating GSA Schedule contracts for foreign clients in dealing with US Government customers abroad when he managed a branch office in Frankfurt, Germany. He holds a Bachelor of Science degree from Georgetown University’s School of Foreign Service and a law degree from the College of Law, Willamette University. He is a member of the bar for the District of Columbia.
Maureen Batinich,
Chief Financial Officer
Maureen has more than 25 years’ experience in accounting for small businesses in multiple industries including government contracting, construction and home healthcare. She is responsible for the daily operational accounting transactions, payroll, employee benefits, cash-flow budgeting and forecasting. Prior to joining TGG, she served as President/CEO of Thomas bookkeeping & accounting business, and Assistec, Inc. Maureen also served as the Controller for Government Market Intelligence firm, FedSources, for over ten years.
Robin Bourne,
Subject Matter Expert, Federal Acquisition
Robin has both government and industry experience working with the GSA Schedule Program. He spent over 30 years with GSA – initially negotiating and awarding Information Technology GSA Schedule contracts before moving into management positions in the IT Acquisition Center and the GWAC Program Office. His last 12 years were spent in the area of acquisition policy development and implementation, as the Director of the Policy Division in GSA FAS’ Office of Policy and Compliance. His responsibilities included policy implementation across all of GSA’s acquisition programs, as well as the development and delivery of training to the acquisition workforce. At the Gormley Group, Robin he will provide advice and assistance to consultants on complex negotiations and GSA Schedule Policy matters. Robin holds a Bachelor of Arts from Colby College and a Juris Doctorate from George Mason University School of Law. He is a member of the District of Columbia bar.
Andy Eppright,
Senior GSA Schedule Consultant
Prior to joining TGG, Andy provided policy and acquisition-related guidance regarding the GSA MAS program to members of the Coalition for Government Procurement, a non-profit trade association of commercial contractors advocating for “common-sense” procurement policy solutions. As a Policy Analyst for the Coalition, Andy worked with Furniture and Imaging Equipment companies, serving as the lead point-of-contact on their respective industry-specific committees. In this role, he focused on the acquisition of furniture in the Federal market as well as issues unique to the Federal market for imaging manufacturers and resellers, and was responsible for ensuring that members of the association were provided the latest policy and compliance information for their respective markets. Andy holds a Bachelor’s Degree in Political Science with Honors, Cum Laude from California Polytechnic State University, San Luis Obispo.
Tiffany Gaver,
Managing Principal GSA Consultant
Tiffany has over 15 years of experience in the government contracting community, focusing on the General Services Administration (GSA) Multiple Award Schedule Program and Government-wide Acquisition Contracts (GWACs). Prior to working at The Gormley Group she worked with TASC, a Global Defense Contracting firm, as the Manager of GSA Schedule Contracts. At TASC, she obtained and managed the organization’s four GSA Schedule Contracts under the Information Technology and Professional Service categories; along with the GSA One Acquisition Solution for Integrated Services (OASIS) Contract vehicle. During her time with TASC Tiffany also successfully identified Federal sales opportunities, responded to Federal Requests for Proposals/Information and oversaw all aspects of their GSA projects including schedule reporting and audits and brings this experience in working with her clients. Prior to her work at TASC, Tiffany held positions as a Financial Management Associate with Ernst & Young, as a Business Integration Analyst with Northrop Grumman and as a Corporate Account Specialist with PPD. Tiffany holds a BS in Business Administration from the University of North Carolina at Wilmington and a Graduate Certificate in Procurement & Contracts Management from the University of Virginia.
Tammy Gilleland,
Senior Principal GSA Schedule Consultant
With over 31 years of contracting and compliance experience, Tammy is well-equipped to provide solutions to both large and small companies. She has a strong background in compliance and has conducted webinars/training sessions in the areas of Trade Agreement Act (TAA), Compliance, Ethics and Best Practices. Prior to joining The Gormley Group, Tammy worked for The Washington Management Group as a GSA Schedule Consultant and had an accomplished 20-year career at 3M, a diversified Fortune 500 company with innovative products and services. Tammy holds degrees in both Information Technology Services (ITS) and Business Administration.
Bill Gormley,
President
Bill Gormley, President and Managing Partner – Bill Gormley, founder and President, has both government and industry experience working with the GSA Schedule Program. Bill spent 28 years within GSA, in positions ranging from procurement agent to Senior Executive (SES) Assistant Commissioner for the Office of Acquisition, and played a pivotal role in designing what is today’s GSA Multiple Award Schedule (MAS) Program.
Dawn Handy,
Director of Consulting
Dawn has over 20 years of experience with the Multiple Award Schedule program, including eight years as a GSA / VA Schedule consultant with the Washington Management Group and five years as the Manager of Government Contract Services for a GSA contractor, Lile International. At Lile she obtained and managed the organization’s two Schedule contracts. She also successfully identified federal and state business opportunities, responded to Requests for Proposals, and oversaw all aspects of their GSA projects, including billing and auditing. Dawn holds a bachelor’s degree in Sociology with Honors, Cum Laude, from Colorado College.

As a Principal GSA Schedule Consultant at The Gormley Group (TGG), Sean provides guidance for services companies performing under the General Services Administration’s (GSA) Multiple Award Schedule (MAS) and the OASIS+ Programs. Sean focuses on assisting companies by providing practical and actionable advice on a wide breadth of GSA Schedule compliance issues including negotiation strategies, OIG audits, cost builds, contractor assessments, subcontracting plans, and the service contract labor standards. Prior to joining TGG, Sean provided acquisition policy, economic, and contract data analysis for the GSA MAS and GWAC programs to members of the Coalition for Government Procurement, a non-profit trade association of commercial contractors advocating for “common-sense” procurement policy solutions. Sean holds both a Bachelor’s Degree in Economics and Political Science and a Master’s degree in Applied Economics both from the George Washington University, where he studied cost-benefit analyses and the economics of Government regulations.

Melanie Ossandon is a Principal Consultant for The Gormley Group (TGG). Melanie provides General Services Administration (GSA) and VA Multiple Award Schedule (MAS) and acquisition and maintenance consulting services. She supports her clients in preparing, strategizing, and negotiating new GSA/VA MAS offers. In addition, she advises clients with GSA/VA contract compliance including contract modifications, option renewals, contractor assessments, market research, analyzing commercial sale practices, and post-award training. Melanie graduated from Columbia Union College with a Bachelor of Science degree and received a Project Management Professional (PMP)® certification from the Project Management Institute.
Sonia Pamepinto,

Sonia has over 8 years of experience specializing in the General Services Administration (GSA) Multiple Award Schedule (MAS) Program. Prior to joining The Gormley Group, she served as the MAS Program Manager for a reseller. In her previous role, she was responsible for all MAS contract functions, including GSA Contractor Assessments, price negotiations, and subcontracting plan management. She led several internal projects to enhance MAS contract compliance systems and increased the company’s ability to capture new opportunities through the MAS Program. She holds a B.S. in Business Management and Marketing from Pennsylvania State University.

Wade Prince,
Senior Principal GSA Schedule Consultant and Chief Market Intelligence Officer
Prior to joining The Gormley Group, Wade held roles at Washington Management Group and FedSources. At WMG, Wade served as a Government Contracting Consultant specializing in GSA Multiple Award Schedule contracts. As a Market Intelligence Director for FedSources, he managed a team of Analysts whose primary responsibilities were providing research and analysis on all major DoD / DHS procurements including tracking them for Government Contractor clients through their full procurement life-cycles. Wade has over 20 years of Project and Government Contract Management experience with more than 18 in Government Contracts Consulting and Government Procurement Market Intelligence. He received his Bachelor’s degree with Advanced Honors in Cultural Anthropology and a Bachelor’s degree in Film and Video from Georgia State University. Wade also served in the United States Marine Corps as a member of 2D Reconnaissance Bn from 1987-1991.

Prior to joining The Gormley Group Mark served as a project manager at a leading IT services company. He has over 30 years experience delivering results for both Federal and commercial clients. As a consultant at The Gormley Group, he leverages his industry experience working with all levels of an organization to generate results and targeted change. Mark holds a B.A. in American Government from Clark University. From Johns Hopkins University, Mark holds an MS in Applied Behavioral Science, a Fellowship in Change Management, and a Post Graduate certificate in e-Business. Mark is a certified PMP from the Project Management Institute.

As the Director of Business Development, Jeff brings over 20 years of experience in Sales and Marketing. Prior to joining The Gormley Group, Jeff was a Regional Sales Manager at Washington Management Group, a GSA Schedule consultant practice. Prior to WMG Jeff was the Federal Account Manager at Oracle, where he sold to federal agencies and the Social Security Administration; account Manager at TAC; and a National Sales Manager at Federal Schedules, Inc. a GSA Schedule consulting practice, where he also managed business development for companies seeking to sell their services and/or products to the federal government through the GSA Schedule program.
Jon Shonerd,
Director of Business Development
For more than 20 years, Jon has been involved in business-to-government sales, focusing primarily on helping companies of all sizes and across multiple industries do business with federal and state governments through the acquisition of GSA Multiple Award Schedule contracts. Prior to joining The Gormley Group, Jon served as Director of Business Development for Warden Associates, Inc., a small, woman-owned business that utilized the GSA Schedule program to provide management consulting services to federal government agencies. Jon also worked as Business Development Manager for Washington Management Group, a GSA Schedule consulting practice, and as Director of Membership, Sales, and Marketing for the Coalition for Government Procurement. Jon holds a Bachelor of Arts degree from Old Dominion University in Norfolk, VA.
Andrew Sisti,
Principal Consultant, GSA Systems SME
Prior to joining TGG, Andrew provided critical acquisition and contract-related advice and support in connection with the GSA MAS program to members of the Coalition for Government Procurement, a non-profit trade association of commercial contractors advocating for “common-sense” procurement policy solutions. Andrew has also composed extensive written analysis and recommendations on many of the latest topics in Federal procurement, including: the GSA/VA Multiple Award Schedules program, civilian/defense e-Commerce initiatives, acquisition legislative proposals, and cloud policy. As a Policy Analyst for the association, Andrew served as the primary point of contact for several industry-specific committees and working groups, where he was responsible for ensuring that Coalition members had access to the latest policy and compliance information critical for developing and implementing a successful Federal business strategy. Andrew holds both a Bachelor’s Degree in Communication, with a concentration in Rhetoric and Political Culture, and a Master’s Degree in Public Policy, with a focus on Federal Acquisition, from the University of Maryland, College Park.
Lauren Urbina,
Senior GSA Schedule Consultant
Prior to joining The Gormley Group team Lauren served as the channel program manager at a software aggregation company. Her role focused on developing business opportunities for both resellers and manufacturers, and she was responsible for facilitating channel development and assisting both resellers and vendors in effectively utilizing company-held government contract vehicles. She led several projects to increase sales and improve GSA contract utilization, including playing an instrumental role in building the participating agent and teaming programs, as well as supporting resellers in their pursuit of government contract awards. As a senior consultant at The Gormley Group, she leverages her industry experience working with major resellers, manufacturers, and distributors in the commercial sector. Lauren holds a B.S. in Psychology from Liberty University.
Robert VanGorder,
Chief Operating Officer
Robert co-founded The Gormley Group to assist Federal contractors within the GSA and VA Schedule program and has been involved in Schedule consulting since 1996. From the beginning of TGG he has been focused on improving the services we offer clients, developing an open and collaborative team approach internally and continuing to grow the business. Within The Gormley Group, Robert is responsible for leading the business development, marketing and consulting teams for the company and maintaining on-going client relationships. He also monitors and disseminates changes in Federal procurement policy and the GSA and VA Schedule program to industry through our weekly Tuesday Insight newsletter, trains contractors regarding marketing and selling to the Federal Government using a Schedule contract, advises clients in complying with all applicable GSA and VA Schedule regulations and assists clients with GSA contract Office of Inspector General (OIG) audits and reviews. Robert is a contributing author of The Secrets of Schedule Sales Success: A Practical Guide to Getting the Most Out of Your Schedule Contract and has spoken and taught about the GSA and VA Schedule program throughout the country. He is an active member of the Coalition for Government Procurement—an association representing GSA and VA Schedule contractors.
Isaac Vermillion,

As a Consultant at The Gormley Group, Isaac advises clients on every step of the GSA and VA contracting process under the Multiple Award Schedule program – from first obtaining a schedule to managing and maintaining an existing contract. Prior to joining The Gormley Group, Isaac served as an auditor with the Indiana State Board of Accounts. In this role, Isaac was responsible for auditing expenditures of federal program funds by the State of Indiana for compliance with federal laws and regulations, as well as performing a financial audit of the State’s Annual Comprehensive Financial Report. Isaac holds a Bachelor of Science degree in Accounting from Purdue University.

Peter holds a Bachelor’s degree from the University of Florida and an MBA from George Mason University. As a Returned Peace Corps Volunteer, he has shown a deep commitment to service and community development. His diverse educational background, coupled with his international experience, gives Peter a well-rounded and unique perspective in his professional endeavors. Peter has a robust background in GSA consulting, where he built a solid foundation working with the Washington Management Group and Deltek from 2006 to 2015. He later transitioned to the startup world, where he played a key role in launching and growing their federal business.
