Christopher Arndt,
Senior Principal
Chris has over thirty-five years of experience in negotiating contracts with GSA. He joined The Gormley Group after leaving the Washington Management Group where he was a senior manager in charge of a team of consultants, Prior to that, he ran his own business for 20+ years representing many of the leading suppliers to the GSA’s National Furniture Center. His expertise includes negotiating GSA contracts for foreign clients in dealing with US Government customers abroad when he managed a branch office in Frankfurt, Germany. He holds a Bachelor of Science degree from Georgetown University’s School of Foreign Service and a law degree from the College of Law, Willamette University. He is a member of the bar for the District of Columbia.
Robin Bourne,
Subject Matter Expert, Federal Acquisition
Robin has both government and industry experience working with the Schedules Program. He spent over 30 years with GSA – initially negotiating and awarding Schedule 70 contracts before moving into management positions in the IT Acquisition Center and the GWAC Program Office. His last 12 years were spent in the area of acquisition policy development and implementation, as the Director of the Policy Division in FAS’ Office of Policy and Compliance. His responsibilities included policy implementation across all of GSA’s acquisition programs, as well as the development and delivery of training to the acquisition workforce. Within The Gormley Group, Robin provides advice and assistance to consultants on complex negotiations and GSA Schedule Policy matters. Robin holds a Bachelor of Arts from Colby College and a Juris Doctorate from George Mason University School of Law. He is a member of the District of Columbia bar.
Tiffany Faircloth Gaver,
Principal Consultant
Tiffany has over 10 years of experience in the government contracting community focusing on the General Services Administration (GSA) Multiple Award Schedules Program and Government-wide Acquisition Contracts (GWACs). Over the last thirteen years she has worked with TASC, a Global Defense Contracting firm, as the Manager of GSA Contracts. At TASC, she attained and managed the organization’s four GSA Schedule Contracts under Information Technology Services (IT70), Mission Oriented Business Integrated Services (MOBIS), Financial and Business Solutions (FABS) and Professional Engineering Services (PES); along with the GSA One Acquisition Solution for Integrated Services (OASIS) Contract vehicle. During her time with TASC Tiffany was also a member of cross-functional teams that successfully identified Federal sales opportunities, responded to Federal Requests for Proposals/Information and oversaw all aspects of their GSA projects including schedules’ reporting and audits. Prior to her work at TASC, Tiffany held positions as a Financial Management Associate with Ernst & Young, as a Business Integration Analyst with Northrop Grumman and as a Corporate Account Specialist with PPD. Tiffany holds a BS in Business Administration from the University of North Carolina at Wilmington and a Graduate Certificate in Procurement & Contracts Management from the University of Virginia.
Tammy Gilleland,
Principal Consultant
As a TGG GSA / VA Principal Consultant, Tammy Gilleland provides expert advice to companies across all industries seeking to negotiate or manage contracts under the Multiple Award Schedule (MAS) Program. With 25+ years of experience, Tammy is well equipped to provide solutions to both large and small companies. Prior to joining The Gormley Group, Tammy worked for The Washington Management Group as a GSA / VA Schedule Consultant and had an accomplished career at 3M, a diversified Fortune 500 company with innovative products and services. Tammy has a strong background in compliance and has conducted webinars/training sessions in the areas of Trade Agreement Act (TAA), Compliance, Ethics and Best Practices. Tammy holds degrees in both Information Technology Services (ITS) and Business Administration.
Bill Gormley,
President and Managing Partner
Bill Gormley, founder and President, has both government and industry experience working with the Schedules Program. Bill spent 28 years within GSA, in positions ranging from procurement agent to Senior Executive (SES) Assistant Commissioner for the Office of Acquisition, and played a pivotal role in designing what is today’s Multiple Award Schedules (MAS) Program.
Dawn Handy,
Managing Principal Consultant
Dawn is responsible for managing all aspects of client accounts for The Gormley Group from new offer development to contract management, including such complex tasks as designing subcontracting plans, establishing rates based upon cost build-up, and providing support related to GSA Inspector General (IG) audits. She specializes in assisting high-end financial, consulting, and other professional services firms obtain and successfully manage their GSA Schedules. She has almost 20 years of experience with the Schedules program, including eight years as a GSA / VA Schedule consultant with the Washington Management Group and five years as the Manager of Government Contract Services for a GSA contractor, Lile International. At Lile she obtained and managed the organization’s two Schedule contracts under Schedule 874 V Logistics Worldwide (now part of the Professional Services Schedule) and Schedule 48 Transportation, Delivery, and Relocation services. She also successfully identified federal and state sales opportunities, responded to Requests for Proposals, and oversaw all aspects of their GSA projects including billing and auditing. Dawn holds a bachelor’s degree in Sociology with Honors, Cum Laude from Colorado College.
Sonia Pamepinto,
Senior Consultant
Sonia has over six years of experience specializing in the General Services Administration (GSA) Multiple Award Schedule (MAS) Program. Prior to joining The Gormley Group, she served as the MAS Program Manager for a reseller. In her previous role, she was responsible for all MAS contract functions, including GSA Contractor Assessments, price negotiations, and subcontracting plan management. She led several internal projects to enhance MAS contract compliance systems and increased the company’s ability to capture new opportunities through the MAS Program. As a Senior Consultant at The Gormley Group, Sonia leverages her GSA contract management experience to help clients obtain and manage their MAS contracts. She holds a B.S. in Business Management and Marketing from Pennsylvania State University.
Stephen B. Paulette,
Principal Consultant
Stephen has 15 years of experience in the government contracting community focusing for the last 10 years on the GSA Multiple Award Schedules program. Prior to joining The Gormley Group in 2013, he was a Consultant for the Washington Management Group where he gained his initial experience working with a variety of industries throughout the GSA Schedule program. Stephen has experience working on all areas of the schedules program to include a wide variety of products and services. Before concentrating on GSA Schedules, Stephen spent over five years with Federal Sources, Inc. a market intelligence firm focused on the Federal and State and Local government contracting markets. He left as the Director of Content Management responsible for a large team of analysts tasked with tracking and researching contracting opportunities. Stephen holds a bachelor’s degree in Government from The College of William and Mary.
Sonia Pesantes,

Sonia Pesantes is a government contracts professional with more than 20 years of experience specializing in General Services Administration (GSA) Multiple Award Schedule (MAS) contracts. She supports both large and small businesses to strategically identify their goals and objectives for obtaining and maintaining a GSA schedule contract. As a Principal Consultant for The Gormley Group, Sonia is responsible for navigating clients through the complexities of the GSA Multiple Award Schedule program. She leverages her knowledge of contract acquisition, contract compliance, negotiation, procurement, and pricing strategies to effectively manage her clients through the lifecycle of the GSA schedule. Sonia takes a hands-on approach tailored to meet her client’s GSA schedule contract needs – whether requiring assistance in assessing the current business offerings or ensuring the company’s GSA schedule contract is up-to-date and compliant. Sonia received her Master of Business Administration with a concentration in Acquisition and Contract Management from Strayer University and a bachelor’s degree from George Mason University.
Wade Prince,
Principal Consultant
Wade Prince guides the GSA Schedule Contracting efforts for companies across a wide variety of industries. He counsels client senior management and C-level executives on the Government sales cycle and how best to pursue Government contracting opportunities. Wade also assists his clients with proposal preparation, contract negotiations and provides guidance on contract compliance & management and best practices in utilizing their contracts. Prior to joining The Gormley Group, Wade held roles at Washington Management Group and FedSources. At WMG, Wade served as a Government Contracting Consultant specializing in GSA Schedules. As a Market Intelligence Director for FedSources, he managed a team of Analysts whose primary responsibilities were providing research and analysis on all major DoD / DHS procurements including tracking them for Government Contractor Clients through their full procurement life-cycles. Wade has over 15 years of Project and Government Contract Management experience with more than ten in Government Contracts Consulting and Government Procurement Market Intelligence. He received his Bachelor’s degree with Advanced Honors in Cultural Anthropology and a Bachelor’s degree in Film and Video from Georgia State University. Wade also served in the United States Marine Corps as a member of 2D Reconnaissance Bn from 1987-1991.
Rob Rendely,
Chief Financial Officer and Partner
Rob has been serving as the CFO for consulting firms specializing in the GSA Multiple Award Schedule program for more than 25 years. Within The Gormley Group, Rob is responsible for the daily operational accounting transactions, payroll, employee benefits, cash-flow budgeting and forecasting. Before joining The Gormley Group, Rob served as CFO of Washington Management Group, FedSources, and the Coalition for Government Procurement. Rob is a Certified Public Accountant and a member of both the AICPA and MACPA. He holds a BA from St. Anselm College, and master’s degree in accounting from The Catholic University of America.
Jeff Sherry,
Director of Business Development
As Director of Business Development at The Gormley Group, Jeff is responsible for building market position by locating, developing, defining, negotiating and closing business relationships. Jeff has over 20 years of experience in Sales and Marketing. Prior to joining The Gormley Group Jeff was a Regional Sales Manager at Washington Management Group, a GSA Schedule consultant practice. Prior to WMG Jeff was the Federal Account Manager at Oracle, where he sold to federal agencies and the Social Security Administration. Before Oracle, Jeff was account Manager at TAC and the National Sales Manager at Federal Schedules, a GSA Schedule consultant practice, where he also managed business development for companies seeking to sell their services and/or products to the federal government through a GSA Schedule.
Jon Shonerd,
Director of Business Development
For the past 15 years, Jon has been involved in business-to-government sales, focusing primarily on helping companies of all sizes and across multiple industries do business with federal and state governments through the acquisition of Multiple Award Schedule contracts. With The Gormley Group, Jon builds business by communicating the benefits of Schedule contracts in growing federal business and the value of utilizing the experience and expertise of The Gormley Group in the award and management of Schedule contracts. Prior to joining The Gormley Group, Jon served as Director of Business Development for Warden Associates, Inc., a small, woman-owned business that utilized the MOBIS Schedule to provide management consulting services to federal government agencies. Jon also worked as Business Development Manager for Washington Management Group, a leading Schedule consultant practice, and as Director of Membership, Sales, and Marketing for the Coalition for Government Procurement. Jon holds a Bachelor of Arts degree from Old Dominion University in Norfolk, VA.
Andrew Sisti,
Consultant
As a Consultant at The Gormley Group (TGG), Andrew provides advice and guidance from new offer development to contract management under the General Services Administration’s (GSA) and Veterans Administration (VA) Multiple Award Schedules (MAS) Program. Prior to joining TGG, Andrew provided critical acquisition and contract-related advice and support in connection with the GSA MAS program to members of the Coalition for Government Procurement, a non-profit trade association of commercial contractors advocating for “common-sense” procurement policy solutions. Andrew has also composed extensive written analysis and recommendations on many of the latest topics in Federal procurement, including: the GSA/VA Multiple Award Schedules program, civilian/defense e-Commerce initiatives, acquisition legislative proposals, and cloud policy. As a Policy Analyst for the association, Andrew served as the primary point of contact for several industry-specific committees and working groups, where he was responsible for ensuring that Coalition members had access to the latest policy and compliance information critical for developing and implementing a successful Federal business strategy. Andrew holds both a Bachelor’s Degree in Communication, with a concentration in Rhetoric and Political Culture, and a Master’s Degree in Public Policy, with a focus on Federal Acquisition, from the University of Maryland, College Park.
Robert VanGorder,
Vice President and Partner
Robert has been a GSA Schedule consultant since 1996, and has become an industry recognized expert in the GSA Multiple Award Schedule program. Within The Gormley Group, Robert is responsible for overseeing consulting operations and managing client accounts. Robert monitors and disseminates changes in Federal procurement policy and the GSA Schedules program to clients, trains contractors regarding marketing and selling to the Federal Government using a Schedule contract, and advises clients in complying with all applicable GSA Schedule rules and regulations. Robert has spoken and taught about the GSA Schedule program throughout the U.S. and Canada and was a contributing author of The Secrets of Schedule Sales Success. He is an active member of the Coalition for Government Procurement—an association representing GSA Schedule contractors. Robert holds a BA in Political Science from the University of Nevada-Reno and a master’s degree in Organization Development from Johns Hopkins University.
