GSA is rescheduling Refresh 31 to March/April to ensure updates are fully and appropriately integrated ahead of release. Updates to the this Interact Notice include:
- January 28, 2026:
- Provided DRAFT SCP-FSS-001
- February 19, 2026:
- Minor revisions to SCP-FSS-001
- Add Information Technology revisions
The information shared about the TDR transition to Industry during the February 10, 2026 webinar remains unchanged. GSA recommends that any non-TDR offers not yet submitted begin transitioning to the Transactional Data Reporting (TDR) format in preparation for submission, as all new offers submitted after Refresh 31 will be required to follow the TDR format.
Additional details will be provided as GSA defines a revised release date for Refresh 31.
