SBA has issued an extension for the submission of the mid-year Government FY26 Individual Subcontracting Report (ISR). The extension allows mid-year ISRs to be submitted by June 14, 2026.
SBA indicated the reason for the extension were several programming parameters that are not allowing contractors to submit ISRs. GSA plans to issue a system modification on or around May 19. This includes removing the “last day to order” and the “ultimate completion date” restrictive parameters; allowing contracts to populate to the worklist for ISR submission when the PIID Contract Award record is coded: Individual Subcontracting Plan, Plan Required – Incentive Not Included, Plan Required – Incentive Included, or Plan Required (Pre 2004); and not allowing a new ISR to be submitted for a specific contract (PIID) when there was a “final” ISR previously submitted.
