GSA FASt Lane Eligibility Checklist

Eligibility:

FASt Lane offers must ONLY contain SINs under the Information Technology Category Attachment to the MAS Solicitation. If you submit an offer under FASt Lane that includes offerings from other Category Attachments, your offer will be rejected.

To be FASt Lane eligible, you must provide proof of an Agency Request for Quote (RFQ), upcoming solicitation from a Sources Sought or Request for Information (RFI), or agency provided timelines for non-published acquisition initiatives. The following current initiatives are FASt Lane eligible:

  • 2GIT Second Generation Information Technology IT BPAs awardees (use FASt Lane tab in FSS Online)
  • Defense Health Agency Enterprise IT Services
  • SCRIPTS BPA – Supply Chain Risk Illumination Professional Tools and Services
  • Other Information Technology initiatives as identified to GSA (such as contract modification initiatives)
  • GSA will also consider FASt Lane participation with a written request from a federal agency ordering activity that demonstrates a compelling need for your company to participate in FASt Lane to support the agency’s IT requirements. Vendors must include this written request in the eOffer submission package.

This is required with each submission. Failure to provide the required information could lead to your eOffer/eMod being removed from the FASt Lane process.

New Offer Submission Guidelines:

New offerors that are interested in participating in any of the above initiatives may consider the FASt Lane Program. An eOffer submission requires:

  • FASt Lane Eligibility Checklist
  • All documents and responses per the solicitation requirements

FASt Lane participants must respond no later than 24 hours of receiving any inquiries or requested information from GSA contracting officer(s). Failure to respond within the specified timeframe will result in removal of the modification from FASTlane eligibility.

Modification Submission Guidelines:

Existing MAS contract holders interested in participating in any of the above initiatives may participate in the FASt Lane Program.

  1. If the initiative includes a Special Item Number (SIN) that requires a technical review, the technical review shall be completed prior to submitting a modification through eMod. Documentation that supports completed and acceptable/passed technical evaluation shall be submitted in eMod.

For SIN 518210C – Cloud and Cloud-Related IT Professional Services send an email to cloud-sin-rfi@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “CLOUD Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 561422 – Automated Contact Center Solutions (ACCS) send an email to contactcenter@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “ACCS Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 54151HACS – Highly Adaptive Cybersecurity Services (HACS) send an email to hacs@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “HACS Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 54151HEAL – Health Information Technology Services send an email to HealthIT-SIN@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “HEAL Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 517312 – Wireless Mobility Solutions send an email to wireless@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “wireless Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 517410 – Commercial Satellite Communications Solutions (COMSATCOM) send an email to satcom@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “COMSATCOM Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 541370GEO – Earth Observation Solutions send an email to EOS@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “GEO Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SIN 541519ICAM, 541519PKI, 541519PIV, or 541519CSP send an email to icam-sin-review@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “Technical Evaluation” with the required documentation outlined in the IT Category Attachment.

For SCRIPTS BPA, following FASt Lane submission, send an email to scrmtool@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “SCRIPTS BPA eOffer.”

Include in the email:

  • eOffer number
  • Date of eOffer submission
  • Point of contact
  • Indicate that the action is in response to the SCRIPTS BPA
  1. Upon successful review of technical documents, a FASt Lane request should be submitted through eMod. In addition to the required documents, the FASt Lane Eligibility Checklist must be attached to the eMod.

FASt Lane participants must respond no later than 2 hours of receiving any inquiries or requested information from the GSA Contracting Officer. Failure to respond within the specified timeframe will result in removal of the modification from FA
