GSA Schedule Refresh 32 Released – June 2026

On June 5, 2026 GSA began releasing Refresh 32 (Mass Mod A917) to the Multiple Award Schedule (MAS) solicitation to GSA Schedule holders. GSA vendors should have received an email notice to all authorized contract negotiators about the refresh. Please note GSA is requiring all vendors to accept the mass modification within 30 days and not the previous 90 days allowed for past refreshes.

There are a few significant changes contractors should pay attention to within Refresh 32:

  • First, this refresh includes a clause to implement Executive Order 14398 which places restrictions on contractor DEI programs
  • Second, the refresh limits the use of past performance from predecessor companies or key personnel
  • Lastly, the refresh establishes a new SIN – 518210GM for the Grants Quality Service Management Office Marketplace

While this refresh does make significant changes, there are two important topics, which GSA has deferred to future refreshes:

  • First, GSA has announced that they are finalizing a new clause addressing AI in Federal procurement and that GSAR 552.239-7001, Basic Safeguarding of Artificial Intelligence Systems has not been included in the new solicitation.
  • Second, announced changes in the management of contracts for Joint Ventures (JVs). Also, the current JV rule allowing vendors to participate in up to three (3) JVs remains in place.

Again both of the above topics have been deferred to later dates and are not addressed in Refresh 32.

As a reminder GSA issues solicitation refreshes as Mass Modifications that are administrative modifications whenever the solicitation has been updated by GSA with new regulatory changes.

For the broader overview and all changes made as part of Refresh 32 see the SAM update here specifically look at the Attachments/Link Section and open the link titled SF30 Attachment for Refresh.  Even though some of the Refresh 32 changes may not apply to you, ALL GSA contractors must accept the Mass Modification in the Mass Mod System. Once the Solicitation Refresh is released and the accompanying Mass Mod is sent out, contractors will have 30 days to accept it. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
