The Trade Agreements Act (TAA) of 1979 (19 U.S.C. §§ 2501–2581) establishes the framework for fair and reciprocal trade and governs how the U.S. government procures goods and services.

Why It Matters

For GSA and VA Schedule holders, TAA compliance is a core requirement for doing business with the federal government. Non-compliance can lead to serious contractual and legal risks. Under GSA and VA FSS Schedule contracts, only TAA-compliant products and services can be offered under the program. 

Verify Country of Origin

The TAA identifies “designated countries” whose products are eligible for federal procurement. To qualify, goods must be either manufactured or substantially transformed in one of these countries. 

Ensure Product Eligibility

All products offered for sale to the Federal Government must meet country-of-origin requirements. Items that do not comply cannot be listed, marketed, or sold through the GSA or VA FSS Schedule program. 

Maintain Continuous Compliance

Staying compliant requires ongoing diligence. Regularly review your supply chain, sourcing practices, and current offerings under your GSA or VA FSS Schedule contract—especially when adding new vendors or introducing new offerings—to ensure continued adherence to TAA standards.
