SAM Registration FAQs for Federal Contractors 

What is SAM.gov? 

The System for Award Management (SAM.gov) is the U.S. government’s official database for entities doing business with the U.S. Government.

You can use this site to:

  • Register to do business with the U.S. Government.
  • Update, renew, or check the status of your entity registration.
  • Search for entity registration and exclusion records.
  • Search for assistance listings (formerly CFDA.gov), wage determinations (formerly WDOL.gov), contract opportunities (formerly FBO.gov), and contract data reports (formerly part of FPDS.gov).
  • View and submit BioPreferred and Service Contract Reports.
  • Access publicly available award data via data extracts and system accounts.

Why is a SAM.gov registration important for Federal contractors? 

For contractors, an active SAM registration is mandatory to:

  • Obtain, hold, and maintain a GSA and VA Schedule and other Federal contracts.
  • Receive contract awards and modifications.
  • Receive payments from Federal customers.

Active registration on SAM.gov enables your entity to apply for federal grants or loans and bid on government contracts. Without an active SAM registration, your contract may be suspended or ineligible for use.

Is SAM registration required before getting a GSA MAS contract?

Yes. You must have an active SAM registration prior to:

  • Submitting your GSA MAS offer
  • Being awarded a contract

How often must your SAM registration be renewed? 

You must renew and revalidate your registration at least every 12 months from the date you last certified and submitted the registration in SAM.gov or sooner, if your entity’s information changes.

What happens if my SAM registration expires?

If your SAM registration expires, your organization immediately becomes ineligible for federal contracts, grants, and payments, and your profile status changes to “Inactive.” The registration must be renewed to move the profile status to active.

What information in SAM must match my GSA and/or VA Schedule contract? 

Key fields must align exactly between SAM and your GSA and/or VA Schedule contract, including:

  • Entity Name and Legal Structure
  • Address
  • Contact Information
  • Unique Entity Identifier (UEI)
  • Business Size and Socioeconomic Status, if applicable

Discrepancies can delay contract actions, modifications, or payments.

What is a UEI and how does it relate to SAM? 

The UEI is a 12-character (alphanumeric) code used in SAM and other federal government systems to identify a unique entity. UEIs are issued by SAM.gov and are a part of an entity’s record in the Entity Information section of SAM.gov.

It replaces the former DUNS number and is required for:

  • SAM registration
  • GSA and VA MAS proposal submission
  • All federal contracting activities

Your UEI must remain active and tied to your SAM registration.

Do I need to update SAM if my business information changes?

Yes. You must update SAM whenever there are changes to:

  • Ownership changes (new owners, mergers, acquisitions, changes in control) include both immediate and highest-level owners with CAGE codes.
  • Legal name changes (due to mergers, acquisitions, rebranding)
  • Physical relocation of the headquarters or primary operations; address updates are mandatory and processed within 24 hours.
  • Business size changes (small vs. large) affect contract eligibility and set-aside opportunities.
  • NAICS code changes reflecting your primary business activities.
  • Bankruptcy or financial status changes.
  • Business activity status (active/inactive).
  • Banking/payment information
  • Points of Contact
  • Representations and Certifications

After updating SAM, you may also need to submit a GSA contract modification to ensure consistency.

How does SAM affect GSA contract modifications?

GSA contracting officers verify SAM status before processing modifications.

If your SAM registration is:

  • Inactive or expired: Modifications may be rejected or delayed.
  • Inconsistent with contract data: You may be required to correct discrepancies first.

Keeping SAM current helps ensure smooth modification processing.

What are representations and certifications in SAM?

The Representations and Certifications questionnaire is designed to collect the data necessary about your entity’s business specifics to complete the associated FAR provisions, and, if applicable, the Standard Form 330, Part II for Architect and Engineering contracts and the Defense FAR Supplement (DFARS) provisions

How long does it take to activate or renew SAM registration?

Typically, approval takes 7 to 10 business days, but it may take longer if there are errors or missing documentation.

Delays can occur due to:

  • IRS/TIN validation issues
  • DLA/CAGE Code validation issues or mismatches
  • Entity validation requirements
  • Time to gather required documentation
  • Incomplete or inconsistent information

What role does SAM play in federal payments?

SAM stores your Electronic Funds Transfer (EFT) banking information.

If SAM is inactive or inaccurate:

  • Payments from federal agencies, including GSA and VA orders, can be delayed or rejected.

Always verify that your banking details are correct and up to date.

What are common SAM registration issues for Federal contractors?
