What is the FAS Catalog Platform (FCP)? 

 FCP is a web-based application that is intended to replace GSA’s legacy Schedule Input (SIP) and EDI processes by integrating GSA Advantage data management within the contract modification process. 

 What are the benefits of FCP? 

  • Provide contractors, as well as the GSA workforce, with a modern application for managing GSA Advantage data
  • Resolve data integrity issues between GSA Advantage and Master contract files
  • Enhance the availability of market research information by automating compliance/pricing reviews (products only)
  • Auto-publish of pricing data to GSA eTools (e.g. GSA Advantage, GSA eLibrary, etc.) following GSA contract modification approval

 How does a MAS contract become eligible for FCP? 

With limited exceptions, MAS contracts with products and/or services that are published to the GSA Advantage environment are eligible for FCP. GSA is continually adding eligible contracts into FCP each month.  

Can contractors opt out of FCP? 

No, contractors are not able to opt out of using the FCP system. GSA is currently working to sunset its legacy Schedule Input Program (SIP), when all contractors to transition into FCP. 

What is the FCP Product File? 

The Product File replaces the legacy Product Price Proposal Template (PPT) by consolidating its pricing fields with those required to sell through GSA Advantage. This file is used for products that:

 

  • Should publish on GSA Advantage
  • Are preconfigured
  • Have 50 or fewer configurable options
  • Commercial Off-The-Shelf (COTS) products

 

Products submitted via the Product File will automatically receive a Compliance & Pricing (C&P) Report, which will detail relevant market research information for contractors to address.

What is the Services Plus File? 

The Services Plus File (SPF) replaces the legacy Services and Language Services PPTs through a new format that supports auto-publication to GSA eLibrary. This file is used for solutions that: 

 

  • Should NOT be published on GSA Advantage! 
  • Should be listed on a Price List file that is available on GSA Advantage, eLibrary, and eBuy for customer review 
  • Are listed at a ceiling price, with the final price determined at the task order level 
  • Have between 50 and 100 configurable options 
  • Are purchased in units of time (e.g. day, week, months, etc.) 
  • Have highly variable or market-based pricing 

 

The published price list produced from the SPF does not contain contractor private information other than the GSA approved pricing and list of products and/or services on contract.
