Contractor Performance Assessment Reporting System (CPARS)
CPARS is the official website for Contractor Performance Assessment Reporting System and Past Performance Information Retrieval System (PPIRS). It is the evaluation tool used by US Federal Agencies to provide feedback on US Government contractors’ performance on at least an annual basis. The online system serves as the central repository of all past performance information from Federal contacts.
What do CPARS Reports Consist Of?
CPARS evaluations include a written evaluation section as well as a selection from a standard rating scale: Exceptional, Very Good, Satisfactory, Marginal or Unsatisfactory. The evaluations are scored and tracked under these operational categories: Quality, Schedule, Cost Control, Management and Regulatory Compliance.
How is CPARS Used by Federal Customers?
CPARS are used by Federal agencies for source selection and risk mitigation. The CPARS Website states:
“Past performance information is relevant information, for future source selection purposes, regarding a contractor’s actions under previously awarded contracts or orders. It includes the contractor’s record of conforming to requirements and to standards of good workmanship; forecasting and controlling costs; adherence to schedules, including the administrative aspects of performance; reasonable and cooperative behavior and commitment to customer satisfaction; reporting into databases; integrity and business ethics; and business-like concern for the interest of the customer. [Federal Acquisition Regulation (FAR) 42.1501]
Government officials use multiple sources of information when making award decisions. Agencies are instructed to use the Contractor Performance Assessment Reporting System (CPARS) to create and measure the quality and timely reporting of performance information.
FAR 42.1503(4)(d) deems all past performance data as Source Selection Sensitive; information is not releasable unless directed by the agency who submitted the data. Any Freedom of Information Act (FOIA) request should be submitted to the agency who created the evaluation.”

- Regularly review CPARS to ensure accuracy of customer evaluations.
- Use positive CPARS evaluations in marketing and sales.
- Reply to any negative CPARS evaluations within CPARS and with the Federal customer directly.
