GSA Delegation of Authority to US Department of Veterans Affairs (VA) 

Federal Acquisition Regulation (FAR) Subpart 8.4 establishes GSA as the agency responsible for directing and managing the Federal Supply Schedules (FSS) program. However, GSA is permitted to delegate certain responsibilities under this program to other agencies.

The VA FSS Program was established through this delegation. GSA has granted VA the authority to procure many medical supplies and services, and so VA maintains its own FSS Schedules program separate from GSA’s Multiple Award Schedule (MAS). While the programs are separately administered, the requirements to participate in each are similar.  

This separation can, however, create complicated situations for contractors looking to offer a diverse portfolio of products or services with a partial medical component. GSA’s MAS program is designed to accommodate catalogs spanning many areas under a single contract, but these usually cannot include medical supplies or services covered by contracts in VA’s program.

If a contractor has offerings both inside and outside the medical domain, separate contracts with each agency may be required to establish complete coverage of their catalog.
