GSA Transactional Data Reporting (TDR)  

As part of GSA Solicitation Refresh 31, participation in TDR is now mandatory for all GSA Schedule contractors, effective July 1, 2026. In addition to expanding the TDR program to become mandatory for all SINs, new reporting requirements were introduced. Contractors will now need to report line-item-level data with up to several elements each month.

For products, new data fields include Order Type, Unique Catalog Identifier (UCID) if using the FCP Services Plus File to manage awarded products, and Order Discount. For services, new data files include Order Type, Unique Catalog Identifier (UCID), and Worksite for T&M and LH contract types.

GSA has also implemented the following documentation submission requirements:

  • For Fixed Price Services and SCLS contract order types above $1 million, vendors must upload the PWS/SOO/SOW once upon initial task order award in the Sales Reporting Portal.
  • For Highly Configurable Products (HCP), where the contractor is awarded a manufacturer/family/series of products and awarded MAS pricing, which is a defined discount off of the vendor’s commercial pricing, and Configurable Services (CS) orders regardless of dollar value, vendors must upload invoice/Bill of Materials (BOM)/etc. with a breakdown of products for each line reported.

GSA will validate TDR data submitted to generate automated non-compliance notifications monthly for contractor corrections. New TDR contractors have a six-month grace period that begins on the TDR award date. Also, existing contractors that transitioned to TDR after accepting the solicitation refresh by the deadline will have an effective date of 07/01/2026, thereby establishing a grace period through 12/31/2026.

Going forward, expect GSA contractor assessments and option renewals to involve a thorough review of TDR non-compliance reports after the grace period. Transitioning from CSP to TDR reporting can be particularly challenging for new TDR contractors, especially with the introduction of additional data elements and the monitoring of non-compliance reports.
