What is OASIS+?
One Acquisition Solution for Integrated Services+ (OASIS+) is a government-wide multiple-award IDIQ contract for professional services managed by the General Services Administration (GSA).

- Management and Advisory
This domain includes a full range of management and consulting services that can improve a federal agency’s performance, aid its endeavors to meet mission goals, and provide operating advice and assistance on administrative and management issues. - Technical and Engineering
This domain includes requirements to provide specific engineering, geoscience, or other technical professional skills, such as those performed by engineers, geologists, geophysicists, and technicians, required to handle specific operating conditions and problems for the benefit of the government. Work under this Domain typically involves the application of physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, processes, and systems; and providing expert advice and assistance on technical functions and issues. - Research and Development
This domain includes any requirements in support of Research and Development activities. R&D activities may be aimed at achieving either specific or general objectives. The term R&D includes basic research, applied research and experimental development. Services include conducting R&D in the physical, engineering and life sciences; nanotechnology; biotechnology; and social sciences and humanities. - Intelligence Services
This domain focuses on Command, Control, Communications, Intelligence, Surveillance, and Reconnaissance mission requirements. Services may support organizational and technological capabilities that improve situational awareness and enhance command and control strategies within defense and intelligence environments. - Environmental
This domain supports agencies in meeting their environmental requirements and streamlining the contracting process by providing a faster, more cost-efficient means to meet environmental objectives. Requirements typically involve multidisciplinary teams of scientists, engineers, and technicians with expertise in areas such as air and water quality, asbestos contamination, remediation, ecological restoration, and environmental law. - Facilities
Services in this domain include any and all services required to maintain and operate buildings, paved surfaces, utilities infrastructure, and real property assets and equipment. This could include major facilities support such as Department of Defense installations, hospitals, cemeteries, and other federal or industrial real property, but does not include major or primary purpose construction. - Logistics
Services in this domain include comprehensive logistics solutions, including planning and designing, implementing, or operating systems or facilities for the movement of supplies, equipment, or people by road, air, water, rail, or pipeline. - Enterprise Solutions
This domain is focused on requirements that are large-dollar, wide-reaching, and highly complex in scope, often spanning multiple disciplines and/or locations and requiring many different types of labor and expertise. It is for the procurement of highly technical, new and emerging and/or specialized mission objectives that require special management attention and oversight because of:- the importance to the agency mission;
- the high-level development, operating, or maintenance costs;
- the high risk;
- the high return; or
- their significant role in the administration of agency-wide programs, systems, finances, property, or other resources.
This domain also includes non-IT services in support of national security systems in accordance with 40 USC §11103(a). By design, this domain shares overlapping NAICS with other domains within OASIS+. The Enterprise Solutions domain is only available for the Unrestricted contract.

This domain includes requirements to provide assistance with administrative, clerical, and business management services, including language services, document management, administrative support, and data services. - Financial Services
This domain includes requirements designed to support financial objectives such as accounting, budgeting, financial advising, loan servicing, asset management services, and complementary financial services. - Human Capital
This domain includes training and development services, human capital strategy services, and organizational performance improvement. Services support hiring and talent acquisition, background investigations, leadership development, payroll, benefits, and retirement management. - Marketing and Public Relations
This domain includes marketing and public relations services spanning advertising, marketing, production, and media services. - Social Services
This domain includes social services requirements such as education, medical care, and housing services. These services support community development, organizational effectiveness, and promote equality and opportunity.
When can I submit a proposal for OASIS+?
The contract is currently open to new proposals. GSA can open and close the contract to new proposals at their discretion.
Where do we submit OASIS+ proposals?
GSA maintains a dedicated portal called Symphony for the submission of OASIS+ proposals.
Which agencies can use OASIS+?
OASIS+ is open to use by all Federal agencies.
How long does an OASIS+ proposal take to submit?
Client will need to gather past performance and other elements for an OASIS+ scorecard. The scorecard can be finished as quickly as 3 months.
What is the ceiling for OASIS+?
There is an unlimited ceiling for OASIS+.
What are the maximum number of awardees on OASIS+?
There is no limit on the number of awardees.
How difficult is the proposal for OASIS+?
OASIS+ is a scorecard-driven procurement. Companies that complete the pass/fail requirements (such as providing three years of financial statements) and exceed the minimum score for the proposed domain will receive an OASIS+ award. Most companies will need to detail at least one employee to the project.
Can a mentor-protege joint venture submit an OASIS+ proposal?
Yes. But the mentor may only participate in one mentor-protege joint venture within a specific socio-economic category.
Do I need CMMC for OASIS+?
A company with a CMMC Level 2 certification will receive additional points on most domain scorecards. It is not required for an OASIS+ award; however, it may be required for task orders at the agency’s discretion.
