GSA Announces Three OASIS+ Socioeconomic Set-Asides Award Decisions – September 2024

The U.S. General Services Administration’s Office of Professional Services and Human Capital (PSHC) Categories announced the first phase of apparent awardees for three separate socioeconomic contracts for the new One Acquisition Solution for Integrated Services Plus (OASIS+) multiple award indefinite-delivery indefinite-quantity (MA-IDIQ) multi-agency contract (MAC).

The announcements for the OASIS+ Historically Underutilized Business Zone (HUBZone) SB, Service-Disabled Veteran-Owned SB (SDVOSB) and Women-Owned SB (WOSB) set-aside contracts were posted on SAM.gov. These awards encompass three out of four socioeconomic contracts in the OASIS+ contract program. Formal awards and notices to proceed (NTPs) for the three socioeconomic contracts will be sent to award recipients as early as September 30, 2024.

Awardees: The following socioeconomic small businesses are planned to be awarded contracts across seven (7) domains. Barring size status protests, the number of companies anticipated to be authorized to participate in this first group of rolling awards are as follows:

  • 309 Women-Owned SB (WOSB)
  • 113 Historically Underutilized Business Zone (HUBZone) SB
  • 345 Service-Disabled Veteran-Owned SB (SDVOSB)

GSA anticipates making the OASIS+ WOSB, HUBZone, SDVOSB, 8(a) and Unrestricted awards on a rolling basis in accordance with the solicitation. This means we plan to announce and make awards in phases as they are finalized, and will continue to evaluate the remaining proposals. If you have not received notification of award in this phase, please know that your proposal is still under consideration, and you will be notified of the status of your offer at a later phase.

Award notifications have been sent via email to offerors who were successful during this initial Phase. All apparent awardees are reminded to ensure that their SAM.gov entity information is active, accurate, and complete as final responsibility reviews are required prior to award IAW FAR 9.104.

GSA plans to reopen the OASIS+ solicitations for open on-ramping in FY 2025. Prospective vendors who did not submit applications during the initial phase of OASIS+ proposal submissions are encouraged to continue working on their proposals in readiness for submission when the solicitation reopens.
