More GSA MAS Refresh 30 (Mass Mod A907) Updates

Mass Modifications are mandatory administrative modifications that occur whenever the solicitation has been updated with new regulatory changes. GSA requires that all schedule contractors, review and accept the new and existing terms and conditions of the latest solicitation.

A: Changes to Overall MAS Solicitation:

  1. GSA will make several clause and provision updates** in the Multiple Award Schedule (MAS) Solicitation to align with deviations to the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) resulting from the Revolutionary FAR Overhaul (RFO).

  2. GSA will add the following statement to the MAS Solicitation directing users to GSA.gov for more information on MAS ordering procedures:
  1. GSA will update provision SCP-FSS-001 to align with deviations to the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) resulting from the Revolutionary FAR Overhaul (RFO).
    • Various changes will be made to SCP-FSS-001 to update references/clauses to align with new RFO content.
    • Remove Professional Compensation Plan requirement in accordance with provision 52.222-46, Evaluation of Compensation for Professional Employees (SCP paragraph (j)(3)(xi)
  2. GSA will update clause I-FSS-644, Products Offered and Sold by Vendors Other than the Manufacturer, to remove the requirement for contractors to provide evidence of an uninterrupted source of supply throughout contract performance and make other general edits.
  3. GSA will revise the “Pricing Terms” attachment to include additional fields related to the proposed escalation method, including the relevant Economic Price Adjustment (EPA) mechanism.
    • Adding columns E – G
    • E – Any Proposed Limitations (timing frequency, ceiling limits)
    • F – Rationale for Proposed Mechanism (e.g., if offering fixed escalation must provide basis for proposed escalation)
      •    G – Is the method consistent with your commercial practices

B.  Changes to Specific Large Category, Subcategory or SIN:

  1. ALL Large Categories
    • General Information
    • GSA will revise the ‘Drones/Unmanned Aircraft Systems’ section to align with updates implemented under the RFO. Please see Line in Line Out (LILO) – Proposed Changes below: (Deletion indicated by strikethrough, additions in red):
      Drones/Unmanned Aircraft Systems: 
      GSA will not award any Drones/Unmanned Aircraft Systems (UAS), as defined in 49 USC Ch. 448, in response to this Solicitation except those drones approved by the Department of Defense (DoD) Defense Innovation Unit (DIU) through its Blue sUAS Program.

FAR 52.240-91(c) further prohibits delivering any FASC – prohibited unmanned aircraft system, which includes unmanned aircraft (i.e., drones) and associated elements (i.e., the equipment required for control and operation, such as communication links and the software or systems necessary for their safe and effective functioning). On or after December 22, 2025, Contractors are prohibited from operating or using Federal funds to procure or operate a FASC-prohibited unmanned aircraft system.

    • Complementary SINs Subcategory (G06)
    • GSA will revise the OLM (Order-Level Materials) SIN description to align with updates implemented under the Revolutionary FAR Overhaul (RFO).

SIN Level Regulations 552.238-115, Special Ordering Procedures for The Acquisition of Order-Level Materials (SEP 2024) and SCP-FSS-007, Special Proposal Instructions for Order-Level Materials Special Item Number (DEC 2019) will also be removed. The SIN Level Regulations, specifically 552.238-115, Special Ordering Procedures for The Acquisition of Order-Level Materials (SEP 2024), and SCP-FSS-007, Special Proposal Instructions for Order-Level Materials Special Item Number (DEC 2019), will also be removed.

NOTE: Due to system constraints, subcategory limitations remain in place with Refresh 30 and will be removed in a future Refresh.

SIN OLM Order-Level Materials (OLM)

Order-level materials (OLMs) means products, services, and/or solutions (a combination of products and/or services) acquired in direct support of an order placed against a FSS contract, including orders under FSS BPAs, when the products, services, and/or solutions are not known at the time of FSS contract or FSS BPA award. OLM pricing is not established in FSS contracts or FSS BPAs.

NOTE: When used in conjunction with a Cooperative Purchasing eligible SIN, this SIN is Cooperative Purchasing Eligible.

Instructions: The use of the Order Level Materials (OLM) SIN is limited to 60 OLM-eligible subcategories under the MAS program. Supplies and/or services provided utilizing OLM authority must be acquired in direct support of an individual task or delivery order that is placed under an OLM SIN eligible subcategory as identified below:

NOTE: Ordering Activity Contracting Officers must follow the procedures delineated in RFO 538.7104-2 Order-level materials when adding OLM to an order. More information related to the Order Level Materials SIN is available at gsa.gov

    1. Financial Management Services (F03): Revisions to SIN 518210FM Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services
    2. Updates to all four of the technical documents to align with the FY 2026 FMCF release

– Improving alignment of the FFM standards with other lines of business processes

– Incorporating new financial reporting requirements

– Improving payment integrity guardrails to reduce improper payments

– Enhancing document formatting to align with the FIBF and track changes

  1. Transportation and Logistics Services (K)
    1. Package Delivery Subcategory (K03): Revisions to SIN 492210, Local Courier Delivery Services, Price Proposal Template (PPT)
    2. Revise the SIN 492210 Price Proposal Template (PPT) to align with the SIN 492110 Statement of Work (SOW) by removing all expedited freight shipment line items.”

**As cited above in Section A1, several clauses and provisions have been updated in this Refresh so the Multiple Award Schedule (MAS) Solicitation aligns with deviations to the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) that resulted from the Revolutionary FAR Overhaul (RFO).  In order to help clients understand all the changes and potential impacts, we have created the attached summary of those clause/provision alterations.

Accepting the Mass Modification
Even though some of the Refresh 30 changes may not apply to you, ALL GSA contractors must accept the Mass Modification in the Mass Mod System. Once the Solicitation Refresh is released and the accompanying Mass Mod is sent out, contractors will have 90 days to accept it. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
