More on Changing and New TDR Elements Coming with Release of GSA Refresh 31 – March 2026

GSA is implementing new vendor data elements for monthly TDR reporting with the release of solicitation Refresh 31 in April 2026.  TGG wanted to provide our Tuesday Insight readers with details on the upcoming data element changes to better prepare for these upcoming changes.  We will also be hosting a TDR reporting training webinar through the Coalition for Government Procurement in April 2026 to provide further guidance to industry and will post this event in the newsletter soon.

Below is a list of current data elements to become mandatory and the soon to be released new vendor data elements.  Note that the first four data elements below are existing data elements that will transition from optional to mandatory depending on what the vendor offers under contract (products, services, or both).  The remaining data elements are new and will officially become mandatory for reporting as soon as the data elements become available for reporting in the FAS Sales Reporting Portal (SRP) (GSA/FAS will update this industry in advance of that occurring).

1. Ship Date – This data element is applicable only for MAS product transactions
2. Order Date – This data element is applicable only for MAS product transactions
3. Zip Code Shipped to – This data element is applicable only for MAS product transactions
4. Federal Customer – Treasury Agency Code. This data element is applicable to all offering types.
5. NEW – Cloud Service Type. This data element is only required to be reported for transactions under the Cloud SIN (518210C – Cloud Computing and Cloud Related IT Professional Services).
6. NEW – Unique Catalog Identifier (UCID). This data element will apply to any offerings that include a UCID in the awarded Price List / Catalog. The field is not applicable to Fixed Price service contract order types/contracts.
7. NEW – Order Type. This data element is applicable to all offering types.
8. NEW – Order Discount. This data element is applicable only in limited circumstances to Highly configurable (HCP), configurable services (CS), and the Cloud SIN.
9. NEW – Worksite. This data element is applicable for services transactions only under Time and Material and Labor Hour contract types. See worksite definitions in the FAS Catalog Platform (FCP) Services Plus File which is available on the FCP help page.

GSA is also implementing adjustments to Description of Deliverable data element entry instructions and processes for uploading Performance Work Statements (PWS), Statement of Objectives (SOO), Statement of Work (SOW), invoices, and Bill of Materials in specific situations. See implementation adjustments below:

• FAS requests additional information to be reported under the existing “Description of Deliverable” data element to provide greater detail about what is being acquired.
• For Professional and SCA/SCLS firm fixed price service contract order types above $1 million, vendors must upload PWS/SOO/SOW one time upon initial task order award in the Sales Reporting Portal.
• For Highly Configurable Products (HCP) where the contractor is awarded a manufacturer/family/series of products and awarded MAS pricing is a defined discount off of the vendor’s commercial pricing, and Configurable Services (CS) orders regardless of dollar value, vendors must upload invoice/Bill of Materials (BOM)/etc with a breakdown of products for each line reported.
