GSA Releases Refresh 31 (Mass Mod A914) – What Changed?

GSA released Refresh 31 (Mass Mod A914) on April 2, 2026 and included many significant updates to the program.  Below we outline the high level changes implemented through Refresh 31:

Changes to Overall MAS Solicitation

  • Implements various revisions to SCP-FSS-001 Instructions Applicable to All Offerors
    1. GSA will revised SCP-FSS-001 to streamline requirements, and to reflect mandatory transactional data reporting (TDR) for all MAS SINs, as well as updated pricing requirements.
  • Transactional Data Reporting (TDR) Expansion – Mass Modification A909 (issued to vendors that had not been under TDR until release of Refresh 31)
    1. Beginning with Refresh 31, TDR will be mandatory for all Vendors and all SINs under the Multiple Award Schedule (MAS) Solicitation
      1. Mass Modification A909 will be directly emailed to current Non-TDR vendors and must be accepted.
    2. All non-TDR and Commercial Sales Practices (CSP-1) references will be removed from the Solicitation.
    3. The Startup Springboard Program will be limited to offerors that also qualify under the GSA FASt Lane
      1. FASt Lane eligibility is limited to Multiple Award Schedule (MAS) offers and modifications under the Information Technology Category (ITC). To participate, offerors/contractors must:
        • Be assigned to an ITC contracting officer.
        • Submit only ITC Special Item Numbers (with the exception of the ancillary SIN).
        • Be tied to an eligible federal IT initiative.
        • Provide a written request from a customer agency.
        • Meet strict response timelines for offer and modification reviews.
        • Limiting Startup Springboard to FASt Lane participants means only newer firms proposing ITC offerings that are agency-sponsored and meet FASt Lane criteria could use the Startup Springboard pathway.

      Note: The Startup Springboard gsa.gov page will be updated to delineate the eligibility requirements pertaining to FASt Lane.

  • GSA will update ‘Firearms & Ammunition’ language in each Large Category attachment explicitly excluding foreign replica weapons and inert ordinance from the scope of the MAS Program.
  • Incorporate clause and provision updates to include:
    1. TDR related updates
    2. Various clause/provision updates to align with the RFO
    3. Updates as necessary, through Federal Acquisition Circular (FAC) 2025-06

  • Incorporate updated Subcontracting templates to align with the Revolutionary FAR Overhaul changes.
  • Additional out-of-scope items to the “General Information” section of each Large Category Attachment.

    2. Printing and Photographic Equipment (A10): Revise SIN instructions for SIN 3332493D Printing Solutions and Additive Manufacturing Solutions

      1. Add SIN note for SIN 311423 Non Perishable foods related to SIN retirement
  • Human Capital (D)
    1. Human Resources Subcategory (D03):
      1. Add SIN instructions for SIN 524292 Separation and Retirement
      2. Revise SIN description/instructions for SIN 54161 Agency Human Capital Evaluation, SIN 541612 EPM Employee Performance Management, SIN 541612ER Employee Relations, SIN 541612HC Agency Human Capital Strategy, Policy and Operations, SIN 56131 Talent Acquisition, SIN 611430TD Talent Development
  • Information Technology (F)
    1. Add language to the ‘General Information’ section of the IT Large Category attachment regarding LCATS differentiation.
    2. IT Solutions Subcategory (F07): Revise SIN 561422 Automated Contact Center Solutions (ACCS) description and instructions
  • Miscellaneous (G)
    1. Complementary SINs Subcategory (G06): Revise SIN OLM Order-Level Materials instructions to remove subcategory limitations. NOTE: The RFO has changed the flexibility for including “open market items” within MAS. The broad discretion that previously allowed open market items has been replaced with a more structured, OLM-SIN–based approach. Items that were once accepted as general “open market” additions must now meet the specific OLM requirements outlined in GSAR 538.71/538.72.
    2. Given these changes, it is strongly recommended that you add the OLM SIN by accepting the Mass Modification.
      • A Mass Modification will continue to be issued to new awardees for acceptance of the OLM SIN.
      • All current MAS contractors who do not yet have the OLM SIN on their contract will be offered a one-time Mass Modification to add the OLM SIN.
  • Professional Services (H)
    1. Financial Services Subcategory (H03): Revise SIN instructions for SIN 541211 Auditing Services
    2. Training Subcategory (H10):
      • Revise SIN description and instructions for SIN 611TRAINAW Defense Acquisition Workforce Improvement Act (DAWIA) and Federal Acquisition Certification in Contracting (FAC-C) Professional Development Training for Acquisition Workforce Personnel
      • Revise SIN description for SIN 611430 Professional and Management Development Training
  • Transportation and Logistics Services (K)
    1. Motor Vehicles (non-Combat) Subcategory (K02): Revise SIN 488190 Aircraft Components, Maintenance, Repair Services, Extended Warranties, And Maintenance Agreements
    2. Package Delivery (K03): Revise SIN-specific template for SINs 492110 Package Delivery and Freight Trucking & 492210 Local Courier Delivery Services
    3. Transportation of Things (K05): Revise SIN-specific template for SINs 485 Ground Transportation & 532111 Automotive equipment rental and leasing, Rental Supplemental Vehicle Program (RSVP)
  • Travel (L)
    1. Employee Relocation Subcategory (L01): Revise SIN-specific template for SIN 531 Employee Relocation
    2. Lodging Subcategory (L02): Revise SIN-specific template for SIN 531110 Long Term Lodging
    3. Travel Agency and Misc. Services Subcategory (L03): Revise SIN-specific template and SOW for SIN 561510 Travel Agent Services

Accepting the Mass Modification

Even though some of the Refresh 31 changes may not apply to you, ALL GSA contractors must accept the Mass Modification in the Mass Mod System. Contractors will have 90 days to accept the Mass Modification.  Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of your contract.
