Tip of the Month: GSA Transactional Data Reporting (TDR) Required for All GSA Schedule Vendors

GSA with the recent (April 2, 2026) release of solicitation Refresh 31 (A914) will require all vendors to report sales under the TDR program.  For many GSA Schedule holders this will be a big change in reporting sales to GSA. Vendors who had not previously opted into TDR or who did not hold eligible SINs for TDR are now required to participate in the program.  See the GSA TDR webpage for more details about the data that must be provided to GSA each month.  TDR reporting is done through the FAS Sales Reporting portal online.

As a trade off for implementing mandatory TDR requirements, GSA has removed the Price Reduction Clause (PRC) from the solicitation.  As part of the removal of the PRC from the contract, vendors will no longer need to provide a Commercial Sales Practices (CSP) chart to GSA to help the agency determine fair and reasonable pricing.

For GSA Schedule holders who have not previously been subject TDR, GSA released a Mass Modification (A909) the first week in April 2026 via email.  This Mass Modification is mandatory to accept and the GSA email includes a link to follow in order to accept Mass Modification A909.
