Updates of Note to VA FSS Schedule 621 I Professional & Allied Healthcare Staffing Services – July 2026

The VA FSS 621 I Schedule provides a nationwide resource for authorized federal agencies to obtain temporary healthcare providers to strengthen their medical workforce and ensure high quality patient care at hospitals or access points. The Schedule currently includes approximately 240 contracts covering 52 labor categories and numerous specialized sub-categories. These range from physicians, registered nurses, and dentists to pharmacy technicians and many others. For example, within the RN category, sub-specialties include RN-ICU, RN-NICU, RN-MedSurg and more.

In September 2025, the VA FSS issued mass modification 22 that revised both the contract scope and geographic coverage (A separate amendment was issued to update the standing solicitation). With this change, contractors will automatically be considered for nationwide coverage (i.e., 48 contiguous states, Alaska, Hawaii, and Puerto Rico, including U.S. Territories). Previously, contractors were only awarded a single state, multiple states or all 50 states dependent on their proposal awarded. We this improvement offers federal agencies greater flexibility in selecting the contractor that best meets their patient care requirements while also enabling contractors to expand their reach within the federal marketplace.

Another improvement the VA introduced during the COVID-19 pandemic was pricing flexibility under Schedule 621 I. While the VA FSS negotiates set prices at the base contract level and federal regulations consider FSS prices fair and reasonable, the agency recognized schedule pricing was too
low in some instances to secure certain high demand healthcare providers. To address this, we temporarily permitted the ordering office contracting officer (CO) the authority to negotiate pricing above the national not to exceed rate if the CO determined it fair and reasonable. Anticipating the
continued need for this flexibility, the VA made this change permanent.
