Advanced Notice for GSA MAS Refresh 31 and Upcoming Mass Modification – TDR Coming to All SINs

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 – Refresh # 31 in February 2026. Outlined below are the upcoming changes associated with Solicitation 47QSMD20R0001 – Refresh # 31:

NOTE: The mass modification applying the changes associated with Refresh 31 is to be accepted by the subject contractor no later than 90 days after the modification has been issued.

A: Changes to Overall MAS Solicitation: 

1. Apply the following changes to the “General Information” section of each Large Category solicitation attachment-
   1. Add new language supporting compliance with federal requirements for AI systems or services, consistent with Executive Order 13960, Promoting the Use of Trustworthy Artificial Intelligence in the Federal Government, Executive Order 14319, Preventing Woke Al in the Federal Government and OMB guidance (including M-26-04, M-25-22, and M-25-21)
2. Implement various revisions to SCP-FSS-001 Instructions Applicable to All Offerors
3. Transactional Data Reporting (TDR) Pilot Expansion
   1. Expand TDR to remaining Services SINs (112 additional SINs)
   2. Make TDR mandatory for all SINs under the Multiple Award Schedule (MAS) Solicitation
      1. See attached draft Significant Changes for details by Large Category/Subcategory
4. The Startup Springboard Program will be limited to offerors who meet the qualifications of FASt Lane.
5. GSA will update ‘Firearms & Ammunition’ language in each Large Category attachment to explicitly exclude foreign replica weapons and inert ordinance from the scope of the MAS Program.
6. Incorporate clause and provision updates to include:
   1. TDR related updates
   2. Various clause/provision updates to align with the RFO
   3. Updates as necessary, through Federal Acquisition Circular (FAC) 2025-06
7. Incorporate updated Subcontracting templates to align with the Revolutionary FAR Overhaul changes.
