Four proposed rules related to the Revolutionary FAR Overhaul (RFO) were published in the Federal Register on September 18 and are open for public comment through October 19, 2026. The proposed rules include:
- FAR Case 2026-001: Revolutionary FAR Overhaul Parts 1, 2, 4, 33, 39, 40, 52, and 53
- FAR Case 2026-002: Revolutionary FAR Overhaul Parts 6, 7, 10, 18, 26, 37, 41, and 52
- FAR Case 2026-005: Revolutionary FAR Overhaul Parts 5, 24, 29, and 52
- FAR Case 2026-007: Revolutionary FAR Overhaul Parts 3, 49, and 52
The proposed rules represent the next stage of the RFO following the release of model deviations during Phase 1. Public feedback received during Phase 1 helped inform key changes between those model deviations and the proposed rules. Acquisition.gov has published a “You Said, We Did” resource highlighting how stakeholder feedback influenced the proposed regulations.
